Understanding Shifting Emissions Regulations

In recent months, policy shifts by the California Air Resources Board (CARB) and the Environmental Protection Agency (EPA) have created a great deal of uncertainty for fleet operators. These evolving emissions rules and mandates are not only further complicating regulatory compliance; they’re also making it increasingly difficult to purchase diesel trucks in states that adhere to these regulations.

To discuss the latest policy changes and how they may impact fleet operators, Holman’s Joe Korn recently spoke with Automotive Fleet to share his insight.

In the article, Joe discussed the Advanced Clean Trucks (ACT) rule which requires manufacturers to meet a minimum percentage of zero-emission vehicle sales in California (and other states that also adhere to the regulation). As a result, the availability of diesel trucks in these states is often tied to electric vehicles to some extent. Further complicating the matter is the fact that not all diesel engines meet CARB’s 2024 compliance standards. With those challenges in mind, Joe noted that fleet operators should consider all available options and determine whether or not a diesel model is truly necessary.

“Many fleets can take advantage of these new, cleaner, and more powerful engines, in lieu of a diesel purchase. Often we have found that some fleets ‘want’ a diesel but do not ‘need’ a diesel. The application will determine if a diesel is truly needed. If not, gasoline and other alternative solutions can be very effective and cost-efficient.”

Joe also highlighted that as uncertainty lingers and the regulations continue to evolve rapidly, fleet operators need to be well prepared to adjust accordingly.

“We continue to work closely with a number of customers to help them navigate these recent policy shifts and make sure their vehicles comply with the regulations in the states/regions in which they operate while also ensuring their strategy aligns with their sustainability initiatives.”
